Just checking do i need to become a scout to run tournaments.

I just that i am getting a fight night tournament going this weekend and if it is a success, i would like to try and run more tournaments up here (gets em away from yugioh so it aint all bad XD), also if this happens, how do i apply to get prize support, cause at the minute it looks like all of the tournaments will have to come from my bank account (yea its already in tears XD).
