What does that mean?

Those are Tekken Tag Tournament combos. The numbers represent the directions as if on a number pad. I think, I don't read combos off forums much. Anyway, a fun Jin combo in UFS is the almost guaranteed 1st turn Unnatural Breaker combo.

Going second, form with Jin. Then play Unnatural Grace, which if your min check is 3, is guaranteed. Next play any mid death attack with a diff of 5 or less, which is impossible to fail, as is the followup midnight lawn chair. The only slightly tricky part is the breaker itself as you need to hard check a 5. But hey, the turn one combo only requires a 3, 3, 3, 5 for 22-25 dmg.

Actually in Tekken, numbers represent buttons, but for other games they rep directions.

Why isn't this in Off-Topic? I thought all Video game discussions were either started there or moved there?

sort of. For JPN games yeah, but most SF scenes still use forward/towards, back, etc as opposed to 1-9

And if Jin has a Laser Scraper UR it will be broken. Probably check a 3, with a +0M block, and be like 3m7 with a stun lol (not really but thats how good that move is in TTT)

It should be Combo E: Stun 10 LoL j/k. If there was one, maybe it could have multiple 2. Ok here we go, I got one...

(static)If this attack was played after a reversal, it gets stun:4, then EWGF, laser cannon again, then finish it off with another EWGF...

SWEETNESS!!!
