Can Scar be counted as one of three raiders destroyed by this card?

I'm still not completely familiar with new cards. If an agenda says "X number of raiders destroyed," I'd say yes. If you're referring to Authorization of brutal force" then I would say no. Because of the clarification in the FAQ (saying that even Pegasus must roll a 7-8), I believe the only way to get rid of him is to shoot him.
