The army limit is 10, but there are no limit to the numbers of leaders in an army. That means i can have one (1) soldier and nine (9) leaders totalizing 10 units, or i can have 10 army units (between regular and elite) and limitless number of leaders in a region (eg.:10 elite units and 6 leaders)?

leaders do not count against the 'stacking' limi tof 10 pieces

It's important to note that Leaders are not "units". Only regulars and elites are units. If the rules and/or cards refer to "units", they mean regulars and elites.
