2 is a pretty solid investment, and in fact, it gives you a bunch of competitive list options without other Scum expansions, assuming you have the other ships it provides cards for.
Most Wanted - is 2 or more worth it?
I had 2 x Rebel Y-wings and 2 x Rebel Z-95s, so I ended up grabbing two Most Wanted boxes. That lets me fly 4x Y-wings or 6x Z-95s, both of which can make up the bulk of either a Rebel or a Scum list at 100 points.
in a competitive setting, it won't cut both ways without a few sacrifices
from how I understood it, you need the base (cardboard bit) and the card in order to legally use the mini (the dial used to be required, but they changed that)
You'll have four scum y-wings, but you won't be able to stack more than two of the same generic because 2 y-wing expansions will give you only 2 gold squadrons and 2 gray (bleck).
Same goes for the Zs, only most wanted doesn't give you extra Z bits so you'll have to mix pirates and soldiers to get them all in in addition to bandits/talas. These aren't nearly so bad because the difference is only 1 point, but it's worth noting

This is an awesome breakdown of what is possible with varied purchases.
The answer? It depends. The Z-95 is a fairly unexceptional ship for most part that is either filler or part of a great swarm swarm or as a very light missle platform. Y-Wings are great ships that you want to field in some numbers and the title for the Y-Wing can drastically turn it into a front arc monster and/or a irritating mine layer, and the ships that you get additional cards for (HWK and Slave 1) are good, but you don't necessarily need multiples of them unless you need more generic Mando Mercs.
In short: It's amazing value for money for scum so at least get 1 if you intend on running lists with Z-95 Y-wings, Hwk and the Slave 1 (which in all honesty is half of the ships you can buy for Scum). Get more if you dig the paint scheme and want to run ton's of Z-95s and Y-wings in equal measure. For most part I can only recommend 1 though for most people; The M3A Scyh is a seriously good competation for a more substantal small gunship (is actually amazing mobile and effective in range 2/3 engagements depending on armiment.) in a non-swarm based build. If plan on running both named Y-Wings in a list or looking to build a swarm list however, then at least two of the box is recommended.
You might also want the base and cards for some of the other genrics, namely Slave 1 Mando Merc, but I would seriously recommend that you check the secondary market for those parts first. I really wouldn't consider buying for additional copies of Slave 1/HWK to be necessary.
The marginal value of a second Most Wanted is lower than the first, but definitely not zero. The deciding factor for me was the Mandalorian Mercenary, because I want to be able to run two, but going from two BTL-A4 titles to four didn't hurt either.
Also, I really like the paint jobs on both of the ships.
Yeah I think its only for a few extra copies of these couple cards so I will make it the last thing I do, there are so many lists I have not flown with the ships and cards I already own
I picked up one, am pretty likely to get another as well. 2 x Z95 & 1 x Y-Wing isn't a bad deal for the same price as two small base ships in the first place. The extra copies of the BTL-A4 title, Autoblaster Turret and some of the non-unique cards are just the icing on the Scum & Villany cake.
I think 2 would provide you with ample upgrades and more ships. It seems like the way to go for scum, its basically the equivalent of buying 2 starter sets for scum players. Its even more worth it if you already have some Firesprays and HWKs already too.
4x z-95 miniswarms are strong. Extra BTL-A4 titles is nice if you plan on stacking up 3-4 y-wings. Double scum firespray is neat. If more scum ships with crew slots are released, K4 security droid will remain a favorite choice. Hot shot blaster is interesting.
If those ideas don't interest you, a second isn't worth it.

I've got three packs of it.
Mainly so i can have four Z95s for a sizable chunk of a list and or two Y wings but the third pack was for 'character' repaints.
With rebels and imperials not so many ships have noticably unique livery but with S&V nearly every named character has a distinctive paint scheme on their ship.
Its why i got a second firespray to paint up as Kath Scarlet as to me its just a bit cooler on the table than 'slave1' with a different card.
I've been meaning to do the flaming shark tooth scheme for ages and the white/grey and orange Z95 will mix in well with my white/orange Scyks
At first I used to tell people if they want to get into S&V you will need a Y-wing, a HWK-290, a Slave-1 and 1 Most Wanted pack.
Now I tell them just to get 2 Aggressors and a single Star Viper.
I think S&V isnt that simple though is it?
it depends on your 'personal vision' of scum and pirates etc.
Some people are buying into a duo (or trio) of deadly bounty hunters.... others a crime syndicate 'paramilitary' enforcers. Others a rag tag swarm of pirates.
If the advice was to geared towards 'whats the strongest scum list i can get with the least expenditure' you might be right but for me I see my S&V as hoardes of cheap swarm fighters manned by desperate criminals and rebel/imperial drop outs... possibly let by the odd 'big character' like boba or IG88
A two agressors and a starviper list just would not appeal to me at all, neither thematically, visually or game play style but to me thats the beauty of the new(ish) faction.. its incredibly flexible.

so u dont need the scum dial just the cards and base card in a tourney??
Yep, FFG changed their call on that as most people were up in arms about it.
Personally i wasnt too fussed. It actually helps to use the correct dials * a little * as you've more of an idea of whose are whose in a tight melee if all yours are dark green backs and your opponents are red/blue backed.
If you've got some red or blue in yours it very rarely gets confusing looking ![]()
