Rule by Decree in Melee

I'm sure a ruling on this was made at some point, but I can't locate it in the rules or the FAQ...

Rule by Decree states:

When revealed, the player with the most cards in hand chooses and discards cards from his hand until he has 4 cards in hand.

In a melee (or even in a joust, now that I think about it), when there is a tie between two (or more) players for the "most" does the effect apply or not? My hunch is no, but I can't find anything to back it up.

There is no formal ruling, just the text on the card.

If two players are tied for the "highest number" of cards in hand, then neither of them have the "most" cards in hand. If no player has the "most" cards in hand, there is no one who meets the play restrictions and the effect "fizzles."
