Urslula gets to start the game at any location. If she starts on a location with a clue token, can she take it when she sharts the game or do you have to move to a location to get a clue token?

Taking a clue happens after movement. You have to end your movement on a space to be able to take the clue there. If you had 6 move it wouldn't be possible to walk through two locations and pick the clues from both, for example. Similarly, if you are standing on a spot in the Mythos phase, and a clue appears there, you don't get to pick it up unless you stay in that location during the next turns Move phase.

She gets the clue when she starts the game. She would work exactly like the Scientist, who starts off with the clue from the Science Building.

Right, there's unfortunately only one precedent investigator who starts in an unstable location that we can refer to, but one is better than none. Ursula should gain the clue from starting at an unstable location.

I asked the same question here a while back, I agree.

Ive found a good tactic with Ursula is to start her in Marsh refinery or EOoD and then drop all her clues on the feds before hightailing it to Arkham.

On page 10 of the rule book under Section 2, place clue token, it specifically says that if one or more investigator is are on a space where a clue token appears in the Mythos phase, one of them may immediately take it, with the first player ruling on any squabbles.

This would suggest you can collect clue tokens on any phasee and not just after movement.

As another example, if someone came back from LiTaS, they could choose to come back to a location with clue tokens and immediately take them, and then move off in the movement phase; they wouldn't have to wait until the end of the movement phase to take them, IMO.

That's not completely true.. There are TWO times you can get clues from locations. One is when you end your movement in a street location. The second is in the rules, as you stated, saying that if a clue token appears on you during Mythos phase, you can take that clue.

However, you can not take a clue after appearing in a location after returning from Lost in Time and Space unless you end your movement there. You can't infer that you can pick up clues at any time. The rules are very specific about when you can pick them up.

I agree that returning from LiTaS in upkeep does not qualify you to take any clues at the location. There is nothing in any of the rules to suggest you do. However, I can see that for some people its preferable as being LiTaS has already lost you a turn and some people find that frustrating enough in this game that a clue here or there isnt really much of a reward for a lost turn. And if you dont go back straight away to a gate, it probably means you need clues for a seal.

Basically Im not opposed to the idea but by the rules it is not allowed.

I'm with all the folks who think the Scientist precedent implies that Ursula would get the clue if she starts on one.

My group house rules that any time you land on a clue, and complete a phase with it, you may pick it up.

This is the way we play it too, and we also regard it as a house rule rather than an official rule. The rules specifically mention only two instances where you can pick up clues off the board, so anything more is a house rule.
