It's late in the game. All the cards have been depleted. The Free People's action dice comes up for crystal balls (event). Are these actions lost or can they be used for something else? (No elven rings left to change them either).

They can still be used to play Event cards. Mind you, I've never run out of both Character AND Strategy cards as FP. As SP, when heavily using WK's combat ability, I've run out of one of those decks, but have still had cards in the other deck and in hand.

If there are no cards left to draw or play (a fairly rare event), the die results are useless. Any Action dice results that you can't or don't want to use are simply discarded.

You can also use the for stalling - it is legal to choose a die and not use its action. This still uses up your action, and passes play to the opponent.

Yes, that's true. I should have been more clear with my answer. Discarding each unwanted or unusable action die counts as an action.
