Innsmouth wordings

(If there is an FAQ somewhere that answers these questions, please berate me with "learn to search, newb" and link me to said FAQ, wherein I shall apologize. That being said...)

Finally got Innsmouth Horror. It's beautiful, and I touch it.

Questions, though. Questions, questions, questions...

1) Personal stories that say "Draw X to Pass". How do we define Draw in this context? I take it to mean "pull it from an item deck and place it directly in your hand". If that's the case, do situations like the Library's "search the unique item deck for the Necronomicon and place it in your hand" count? I want to play Dexter Drake (and his new found relevance) correctly, without abusing or underselling him.

2) A gate appears where there's already a gate. It cues a Monster Surge, but does it cue a Deep One Rising token?

1. Draw means draw and keep, so getting the Necronomican from a set encounter would satisfy the requirement.

2. A monster surge doesn't prevent a gate from opening, so no, no token on the DOR track.
