Probably a dumb question, buy i just opened the fame.

I see three reference cards.

One for the scientist and says put 8 research on card.

Commander gets 8 interceptor

The other satellite

I don't see a squad leader card.

Does the squad leader just start with the four cards with the two soldiers on each?

Yes, those four cards are effectively the Squad Leader's reference card.

The 'reference cards' are the ones which outline the role that each player takes.

The cards which say 'put 8 scientists/interceptors/satellites' on are reserve cards. The Squad Leader gets 4 as mentioned above (one for each soldier type).
