...So long as you can get 'em at Range 1. Beyond that, sure, you can hit 'em, but their Evades count for something. And with a low PS, facing pesky arc dodgers (Interceptors, anyone?) with higher PS would take some fancy flying on your part, or careless flying on their part, for the ABs to factor in as much. You may get more bang for your buck with different guns (just go straight HLC for 4 dice at all ranges?), leaving room for one to have AC as insurance, or just 5 points in general for the squad to play with. With 4 dice, odds are you're going to roll a couple of hits.
