Not sure if this has been answered before, but here goes:

During an outdoor encounter, is it possible to use the threat tokens generated by two surges on a successful attack to upgrade/add extra power dice for the same attack ?

You can't actually spend any of your surges until the roll is "finalized" so to speak. Once the attacker has used or passed on opportunities to add or upgrade dice, either side may have an opportunity to reroll some or all of the dice. Once the reroll has been made or it is determined that there will be no re-roll, you can spend the surges to gain threat (as long as the attack manages to hit a valid target).
