How do you deal with lvl. 1 players that uses magic/KI/Summoning/Psychic in plain sight in a big town? Should they immediatly obtain the attention of the Inquisition?

well your in luck. as magic, summoning and psyonics all have ways of being hidden. magic, as in spells performed by using the gift are kinda the only thing that will really stand out, when you start slinging spells around. After all mages can intercept each others spells in mid air. however summoning has binding for a reason. the ability to bind a summoned being into a tiny object allows that summoner to remain undetected until he wants his creation let loose. Psyonics are by nature invisible to the human eye, unless they can see psyonics matrices. (which i imagin some inqusision members can).
As for your question to if a party could survive an encouter with the inqusition, id say that matters what exactly they are going up against. Since levels are not as stong in anima as they are in other systems, say DND for example, a level 2 charecter does not have a huge advantage over a level 1 char. There HP should be reletivly simlar, as well as relevive powers. Since ANIMA likes to prop the chars above the normal bench mark for the avg person id say a clever level 1 char could take on a stuipd inqusitor. Inquistors also usually work with regular henchmen, not other inqusitors, so a party of level 1 chars should be able to survive an encouter with a full fledge inqusitor and some henchmen. Also the Inquisitor should be made just as a regular NPC charecter. So you the GM will be able to design a foe that is challenging but not overwhelming.
Another note, is that the inqusition is not omnipresent nor do they possess knowlege of everything that goes on. Id say that the party would have to be around for a while using supernatural abilities openly enough that the avg person is spooked by it. I would also conjecture that the inqusition would be much more worried about magic and or summoning than psyonics.
Just my take on the situation based on what iv read from the book. This is by no means "offical".

However, I might just make that inquisitor as a recurrent "villain" in my game, I think that would be quite fun.
Thats certinaly possible. The number of Inqusitors are very low compared to other types of organisations. But in general Id say that the average hero is on the same playing field as a in Inqusitor. However Inqusitors will have better gear and should probally start at level 2 or 3 due to there training and the odds of the party running into a brand spanking new inquistor without a mentor would probally be low unless that guy just happens to be really crazy.
But I see no reason why there couldnt be one fairly crafty inquistor chasing after the party thoughout there journy. Although if hes able to survive multiple encouters with them there would probally be other inquistors that are not so fortunate. Just a thought. See if that inqusitor can set up traps to caught the enture party by suprise and give him the upper hand in battle, or mabye hes a powerful psyker and tries to turn the party against itself. (preying on a non-supernatural charecters background and possible hatred for supernatural powers).

An inquisitor is not someone you take a joke, often have, according to the official version, at least must be level 4 and inquisitorial guards who are accompanying are level 2 (sheets appear in setting manual, Gaia).
Two or three levels of difference if they are dangerous, it seems that you only have a few points, but you can have more powerful abilities as you use a little more I ended up giving the system account.
The Inquisition is a very serious threat, but to show their powers in public is very dangerous and should be taken very seriously.
where are you getting 'offical' numbers for inqusitors lol. There are few inqusitors to be sure, however the players and the inqusitors are on the same playing field in terms of the way ANIMA puts the charecters into the game world. The creators of anima basicly put you in the shoes of an acceptionly powerful indiviual on par with any of the major factions.
As Yachi said the inquisitors are very powerfull characters so they level are about 4 or higher, they try to go disguised in some regions and they have their own inquisitorial guards who makes them the aeasy job, the inquisitors enters in scene when the thread is more powerfull than his guards. And remember a Inquisitor has always a legislator, a dangerous arm whose increases his power.

Depends where they are, what they do during and after the event, and a certain amount of luck.
even if the inqusitor is level 4, there is still only one of him. the guys he travels with are no were nearly as stong as he is, so a group of smart level 1 players could survive an encounter. Also bear in mind the inqusiton does not have jurisdiction over the entire world. the only place players should be attacked opening in cities by them is in the churches territories to the south of the world map. also another question is why are the players using supernatual powers in broad daylight....there far more apt to attract the town guard than an inqusitor of all things lol.
So far, all the responses here seem to assume that the only thing to worry about are Inquisitors. In a world where nobody believes in magic (or tries not to and shuns the thought), the normal population is going to be just as big, if not more of a threat, than a badass inquisitor.
All it would take is the Christian population of the given town (minority or majority) to raise alarm among each other in town. This would be done in hushed whispers and secret gatherings. Then the next thing you know, your characters are lynched in the middle of the night, whisked out of their camp or inn and brought to a remote location, and burned as witches. Or better yet, simply held captive until the Inquisitor they sent for arrives. Its better that the characters disappear than having to explain magic to your children.
I suppose it depends on what kind of flavor you want in your campaign, but generally speaking, sheeple do NOT like having to wake up, whether its in the Matrix, real life, or a fantasy environment. We are dealing with human nature, which continuously shows that people will strive to reinforce the rules that provide them a comfortable life. This is known as Status Quo, or sanity, or whatever the case may be. Life is good without magic, and the town who's wizards are all dead is a happy one, etc.
