What happens if the character Quachil is stalking is devoured? Do the dust decks reshuffle? Does the first player marker move? Or does the replacement character remain first player and with the same number of dust cards that were there for its predecessor?

Presumably you mean devoured by something other than QU's dust deck? No official word that I recall, but I think the discussion on this matter was that pass the FP token and re-start the Dust deck as if QU had devoured the investigator. Seems the simplest thing to do, not passing the FP token would see the player have devouring still hang on him, passing it and not re-starting the Dust decks could see another devouring the following turn.

But QU hunts the investigator, not the player. Would be weird is he went:
Investigator A devoured
QU: Huh? My prey died?
New investigator drawn (no reshuffle on Dust)
QU: Ah, there is my prey.
Next turn Dust card devours
QU: Ha! Tried to escape by changing form!
