Interesting FAQ Discovery

So, it's nothing that was just added in this FAQ, but I was skimming through and noticed something I hadn't realized before. P18 shows the action windows for the phases. During the Marshalling phase I noticed that only the active player is allowed to take actions that cost gold. So, for instance, if I'm playing Lannister and go first, but have 2 extra gold, when my opponent plays a character I cannot use The Lion's Will during that portion of the Marshalling phase to kneel it. I'm not sure if this has any notable implications, particularly since this is an example where I can just play The Lion's Will the next phase. I just didn't realize that the rules prohibit taking any action that costs gold (above and beyond characters, locations, and attachments as I already knew) during the opponent's Marshalling phase. Does this effect anything of importance? Targ burn or something that my memory and laziness prevent me from recalling?

I'm guessing this is an oversight and a remnant of the old system before gold was a "lasting" resource. But maybe I'm wrong.

I think this is bad wording. It means marshalling cards actions = actions that cost gold.

I assume it was an oversight leftover from before gold was a lasting resource as well, but still as it currently reads, no action that costs gold can be taken on during your opponent's Marshalling phase, which does include events and character/attachment/location abilities and as we're so close to GenCon I doubt it will be rectified before then. So I suppose the question is, can anyone think of a situation where it matters much?

I think you shouldn't be worry about this. Rulebook says:

Only 1 player can marshal cards (i.e., play cards from his hand to the play area by paying the printed gold cost on the card) at a time, but other players can still take “Marshalling:” or “Any Phase:” actions as usual.

Well, sure, but the FAQ says that those Marshalling or Any Phase actions can't cost gold. I'm sure you're right and it doesn't really alter gameplay on any cards at the moment, but it's still strange to note.

I'm playing Lannister and am the Second Player. During your Marshalling, you put Milk of the Poppy on my Castellan of the Rock. On my turn for Marshalling, I play Compelled by the Rock, intending to take control of the attachment, move it to one of your characters, and have the Castellan's Limited Response back. You'd like to cancel my event with The Hand's Judgement.

That situation matter enough for you? (Of course, someone could argue that a Response is not taking an action, but you get the point.)

Or how about if I had played Taxation last round or have CS-Tywin in play. Can I bring a card out of Shadows at the beginning of the Marshalling phase before anyone is technically the active player?

We know that the exact wording of the text in the flow charts is suspect. For example, the resolution of "When Revealed" plot text is listed on the flow chart as a framework event, but the actual FAQ entry on resolving plot text describes the resolution of "When Revealed" plot text as passive effects (instead of framework events).

The flowcharts are visual, short-hand representations of the rules, not a replacement for or preempting of any detailed rules text. The actual rules text that Rogue30 quotes is the definitive word, not the wording in the flow charts. It is more specific than the text in the flowchart. And in light of the rules text and the role of the flowchart, I would certainly rule that the use of events, effects and abilities with a gold cost are not limited to the active player during Marshalling.
