The rules say that while on new caprica, the president sends someone to detention when using a Brig Order Quarum card.

If the president is on galacatica, can they use the brig order to send someone on new caprica to galacticas brig?

Though i'm curious why they bothered listing the president bullet point at all, seeing as the effect bullet point would cover that scenario.

Nope.

A character on Galactica is not on New Caprica

Again, from the same section of the rulebook:

"While the President is on a New Caprica location, any Quorum Card effects that apply to the “Brig” apply to “Detention” instead."

So yes - if the president tries to brig someone on Galactica while she herself is on New Caprica, the brigged character is sent to detention instead.

I think an answer by Corey could be useful on this one.

Why? The answers are all quite explicit in the rulebook.

It seems weird to me that the President's arrest order can send a character from NC to Galactica or the other way around. I understand that maybe it's simpler this way but it doesn't seem to make much sense... But if it's the official ruling, it's ok for me.
