Getting Arrested in Innsmouth

When you're arrested in Innsmouth, you are delayed, and, to quote the rules directly, "this occurs even if the investigator is normally immune to being delayed."

When I first read that I assumed that the target here is Mark Harrigan... but Mark can't be arrested, either, and it doesn't say anything about immunity to arrest. Is the intent here really to shaft Mark (i.e., should this be errata-ed) or is it only meant to affect other, miscellaneous conditions?

Mark's already been clarified as being immune to arrest, including Innsmouth. I think the delayed bit is there, since you get encounters in the Jail Cell, whereas in the Arkham Police Station, you lose your next turn if arrested (yeah, I know you're delayed as well, but that's pretty much the same as with LiTaS, a reminder IMO). Erich Weiss Ally from from CotDP makes you immune to delayed.

Ahh, shoulda figured there was an Ally that did it. And okay, it makes sense that you should be forced to have 2 encounters there, and that they'd therefore have to distinguish it from the Arkham jail.

Hmm, haven't been "visiting" the Jail that often, but not sure you get 2 encounters. If you get busted during the movement phase, you roll normally in the Arkham Encounter phase, possibly getting out the same turn, though you're delayed, so could end up there next turn. If you're busted in the Arkham Encounter phase, do you get another encounter in the Jail Cell?
