It's now clear for me - if galactica do last jump president should take destination card and use it (especially reduce resources) or game is finished when you did jump (using FTL room or automatic jump)?

Once you have 8 distance, the last jump just happens. No destination is drawn. Also, be sure that the ADMIRAL draws destination cards, no the President.

Quick note TST: If you use FTL Control to facilitate your last jump and fail the roll causing your population to drop to 0 then the Humans lose.

On the last jump to Kobol- it doesnt matter if you are on 1 Fuel when you make that jump does it? Since not all jumps cost fuel (Ragnar anchorage) I'm guessing that it doesnt cause you a pyhrric victory.

You do not draw a destination card when you jump from Kobol so there is/can be no fuel expended.
