Is it possible to use the R on Dark Messiah to stop Felicia's form to add her card pool to her momentum?
Dark Messiah Vs Felicia's Form
plain and simple yes........
but they can just play the F again

I think she'd be stuck with them since it's only once per turn.
Dark Messiah cancels the addition, not the Form, so she did play the ability and couldn't play it again

it says you may add the cards to your momentum once per turn, not that you can play the ability once per turn
When Dark Messiah activates, it simply stops the momentum from being added. Felicia sees that her effect happened without being itself negated (she wasn't Sealed) and can't activate her ability again.
A "Once per turn" effect can only be activated once per turn, not fully resolved once per turn. You can't play her ability with an empty card pool just because you want to, then do it again later with a fuller card pool. If the entire effect is negated by something like a Seal of Cessation, then you can play it again because "Once per turn" was negated as well.
God, no, for christ's sake. The "once per turn" doesn't get negated. WHY DO PEOPLE KEEP SAYING THAT. WE'VE BEEN TELLING YOU THAT'S INCORRECT FOR LIKE A YEAR.
Also note that if this wasent the case, she could just F an infinite amount of times a game when she had no cards in her cardpool.

To clarify, Tag, "Once per turn" is completely functionally equivalent to "Only playable once per turn." Right?

Can you just clarify this Tag. Your response comes after a post indicating seal stops it, but that it can then be played again.
I was under the impression that if seal stops it that it can't be played again, is that what you are trying to indicate?

He could activate it again if it was sealed, because the text stating once per turn was also cancelled.
If the Only playable (or synonomus limiter) was placed at the end of the effect, then it would mean that it was not playable again.

"[effect]. Only Playable Once Per Turn" != "Once per Turn, [effect]"

Oh FFS, I give up
I ******* hate this game's templating and wording now, I really do, I'm so ******* sick of this Q&A board. I'm done with it. No longer an arbiter, don't care.
