One a my players didn't "cash-in" all his starting 400 XPs, leaving the PC with 50 unused XPs... Shoulda used all XPs (use 'em or lose 'em) or can PCs begin with unused XPs? I tried searching for this in the rules to no avail...

I don't know of any rules that say a player has to use all the starting xp, or that he loses it if he doesn't spend it. So he should get to keep it.
Because DH runs on a system where you actually have to spend your XP, there is no time limit on when xp has to be spent. If your player chose they could wait until they have stored 1000xp to spend it. Its not recommended for starting characters, but if they were saving up for a 3rd or 4th stat boost it could cost that much
If they purchased things in a manner that left 50 xp behind, then they have 350 "spent" xp and 50 "unspent" xp. Starting xp is exactly the same as earned xp (in use and system) so why would you think they'd lose it?

I thought that maybe the RPG had some crazeee rule about using 'em or losing 'em
when starting.
Some RPGs have nonsensical rules, you know.

Yeah, but those are generally the ones where there's some difference in calculation or spending between the starting XP and the ingame XP.

So there is one stupid rule (must spend all starting xp) to fix another stupid rule (the value of xp changes) ?

I fail to see why the latter rule is a stupid one. Take the oWoD, for example: The freebies are spent quite differently from regular XP which makes sense because there has to be a way to raise backgrounds in a point-buy system, but it wouldn't be logical to raise them with XP in the game. The starting money of Shadowrun has a similar system: Everything you don't spend is divided by X (I think it was 10 but it might have been 100) because funds can't be used to buy stuff above a certain availability during character generation.
