To be strictly accurate, there is no such thing as a "non-triggered response." All responses (that is, an effect starting with the bold timing word " Response: ") are triggered. Things like plot text or the text of a 2/2/2 kingdom location are passive effects.

Other than that, the answer is "it depends." A passive effect activated (not "triggered" in the strictest sense of game definitions) by winning initiative cannot happen until Step 4 of the framework action window in which initiative is counted, etc. Any passive effect activated by anything in that framework action window (i.e., plots being revealed, initiative being counted/won, and First Player being selected) must wait until the collective Step 4 for all the framework events. So all the passives activated by winning initiative, revealing plots, etc. all happen "at the same time" and, if any that conflict, the First Player is the one that determines their order. The First Player can choose any order for the resolution of the passives - except that all "when revealed" plot text must happen before any other passive (the FAQ spells that limitation out in the section on resolving plots).

So, I'm assuming you are wondering about when the player draws the card for Bay of Ice relative to things like the 2/2/2 kingdoms, Golden Tooth Mines, etc. Applying everything above to the question, the answer is "when the First Player says so - but always after all 'when revealed' plots have been resolved."

BTW: It's the all the same reason as why you cannot resolve a passive effect activated by winning/losing a challenge until after claim, unopposed and Renown are all resolved.

i did indeed mean passive effects, just wasn't sure of the term for it
