do non-triggered responses to winning initiative resolve before non-triggered responses to revealing plots (e.g. plot text or the text of the 2/2/2 kingdom locations)?

Yeah and retype it because it's not really understandable, at least for a french guy like me ^^

We answered it on the rules board, but I'm guessing the specific question is "when do I draw the card for Bay of Ice?"
