If I am 1 power from winning and Milk of the Poppy is played on my Viserys is there a point in the timing where he has the attachment but the attachment text is not "initiated" therefore winning me the game?

There really isn't anything more to say on that, but the boards will not allow a three-character response. So...
Milk of the Poppy being "on" Viserys and the activation of the attachment's effect are simultaneous. They are, for all intents and purposes, the same thing. Either the attachment is on and the character text is blank, or the attachment is not on for the character text to work with.

Yes because his passive abilities (step IV) resolve before he goes to the dead pile (step VI). Well i think

Technically, he's a constant effect, not a passive ability. But yes, this is the right idea. His text affects the game until he physically leaves play, so the win is good.
