Playing Quorum Cards for no effect?

Is it allowed to play a quorum card when it will have no effect?

For example, in the last game I played I was President and I had the cylon card that let me put someone in the brig when I revealed. The next in line for President was already in the brig, and I was holding the Presidential Pardon card.

If I had revealed and brigged anybody else, the new President would get my hand and immediately pardon the person I brigged. What I wanted to do was play my Pardon card, but not let anybody out of the brig. I just wanted to get it in the discard. Is this allowed? If I'm required to take someone out of the brig by playing it, can I still take an action to play it even if nobody is in the brig?

I dont think so, because you must choose another pleyer and move him to another location. You cant play a card and not resolve its action. You could move him to the sickbay, he would not get all of his skill cards at the beginig of his turn.

Another thing is that a player that would get a president quorum cards would have to lost his action to get someone out of the brig, its allways somethig.

I'd say no. If you play a Quorum card, you have to use it for its stated effect.

I would say no. In a semi-related question, Corey confirmed that you MUST have one of the conditions for Authorzation of Brutal Force (have a cylon present somewhere) in order to play the card. You could not play the card if no Cylons were on the board and you could not play the card and then select none of the options.

Some of the reasons given for playing this way was that Cylon may want to burn the card before revealing or he may want to play the card and only use it for the Population (or is it morale) loss at the end. Since it was ruled that you can't, it would be a fairly safe assumption to say this applies to the other Quorum cards: that you have to use it to the full effect (or as much as possible) and that you can't simply discard it.

Hmm, that brings up another question which hopefully Corey had answered. What if there is only one or two raiders on the board, could you burn the card (by killing only one or two raiders) since it says "destroy three raiders?" Before I revealed one time I did just that (in an effort to kill pop).

In a situation like the above you resolve as many as you can, then resolve the effect, in the same vien of having to discard when you dont have enough cards to do so.

In the pegasus rules it says that the President may have a maximum of 10 qorum cards in his/her hand, so if you have too many you could discard those you don't like ... I guess.
