So let's say I somehow have a US Air Base and 2x Feelings of Friendship out. I form with the first one and it goes through. Now if I form with the second one and fail my Air Base check, what happens? From how I read it adding the card to my card pool isn't a cost (as there's no colon at the end of the sentence). Does nothing happen? Does it get discarded?

Well it has no cost, so it just stays in your staging area if you fail the check from US Airbase.
You pay the cost, which in this case is free, make a check against a difficulty of 6, if you fail you cancel the effects. Since adding to the card pool is part of the effect, you dont add it to your card pool. So realistically you can keep checking against a difficulty of 6 until you pass and play the ability.

In a less-hot way, this is also bad, because Total Global Domination (and Impetuous) completely crap on Feelings of Friendship, it never leaves your staging area
