High Alert Token Movement

A friend of mine has come up with this strategy for using the high alert token. I would like a ruling:

High alert token in system containing 1 ship with movement of one; with another ship (movement 1) in unactavated adjacent system.

Activating a system 2 away and "joining" the two ships in transit and using the bonus high alert movement to bring them together into the activated system.

considering all ships in activated system as part of the fleet for the high alert bonus attack.

From the Rulebook:

"All the players ships that are in the system on High Alert receive +1 movement and +1 to rolls during Space Combat."

From FAQ:

"Q: With the Warfare II High alert token, do ships which start
in the system of the token, but do not move with the token, get
the +1 movement bonus?
A: Yes. At the start of an activation, all ships in a system with
the high alert token gain +1 movement for that activation. This
bonus is regardless of whether or not you decide to move the
token with the ships."

Only the ships in system with high alert token gets a bonus so you can't move a ship that has movement 1 two systems away if he is only moving into system with high alert token.

Jevron is correct. Before moving a ship, you calculate it's movement, to see if it can get to the destination. Once the ship begins moving, nothing can change the movement value of the ship (though some systems prevent you moving through them).

Ok to add to this question, at the begining the high alert token give all units in the system a +1 movement even if hey leave the system without the token. What about combat +1, I tried to argue that when you move the high alert token to a new system all friendly ships in that system get a +1 even if they traveled from a differnet system. Basicly you continue to get a +1 to combat to the sysem containing the combat token. So if you were to attack a system with ships from multiple systems they ALL get +1, and you do not have to split up the ships into catagories of ships from system with High Alert and ships from systems without high alert.

Is that correct?

I'll put this as succinctly as I can:

+1 Movement for every ship STARTING in the same system as the High Alert Token
+1 Combat Rolls for every ship ENDING in the same system as the High Alert Token
