"Stay here next turn" has been clarified as the same as "you are delayed", so, yes.

Right, as opposed to "lose your next turn", which means completely skipping all phases except mythos for that investigator.

Yeppers. I can stil remember Mark getting one Historical Society encounter where you gain something (a Skill I think), but "stay here next turn". I think it involved reading books. Mark is a speed-reader

You probably also skip Mythos too, in a sense. Really it's the investigator who skips the turn, but the player still has to perform all duties (such as drawing cards and making decisions if First Player). A subtle but important distinction.
