For the purposes of the captain of the white ship cards , when I get an encounter at an OW that says stay here next turn , does that count as being delayed ???

"Stay here next turn" has been clarified as the same as "you are delayed", so, yes.

Yeppers. I can stil remember Mark getting one Historical Society encounter where you gain something (a Skill I think), but "stay here next turn". I think it involved reading books. Mark is a speed-reader .

You probably also skip Mythos too, in a sense. Really it's the investigator who skips the turn, but the player still has to perform all duties (such as drawing cards and making decisions if First Player). A subtle but important distinction.
