Using Command Cards in the Campaign

So having played a few games of Skirmish, I'm wondering about the use of command cards in the campaign version. Something along the lines of each hero draws a card each turn, the imperial player draws cards equal to the number of players. Heroes gain the same Types as their respective deployment card. Any obvious reasons this would break the game?

The Rebels are already annoying enough to deal with without adding even more abilities to deal with. Maybe if we messed with the point totals and deck sizes? The problem would be that each hero has only one figure to play cards on while the Imp has to choose which cards to use on his entire army.

I've been finding the Rebels having a hard time next to the Imperial player (me) so if the issue is that the rebels can think more clearly about their deck options I don't think it would be terrible.
