When Shadow Bracers surge ability Doom is used when damage is also caused during that attack round, does the doom status ability take affect the same round it is applied? (i.e. extra damage done on the same round it was applied)? Its not very clear.

No- conditions only influence attacks if they were on the figure when they were targeted by the attack.
The Doom effect is applied when surges are spend i. e. before the target suffers the damage. If the target suffers damage as result of the attack it suffers the Doom condition and takes an additional damage as consequence of the Doom condition. I don't see how there is a conflict.

Correct. Both conditions are "inflicted" (the card given to the figure) when damage is dealt, since that is a prerequisite for infliction. Because "Weakened" also triggers off of damage dealt, it does not apply- damage dealt has already been calculated, and is not recalculated during the same attack. However, suffering damage is an independent trigger (as can be seen from Jain's hero ability- being dealt a damage and suffering damage are two different things, since she can be dealt damage, but suffer none by taking it as fatigue.) Because of this, when the figure suffers damage, it's already got the doom card, and will therefore suffer an additional wound. Phew.
