If i have only 2 cards in my card pool do i just discard those 2? Or do i HAVE to have 3 since it doesn't say "up to 3?"

do as much as you can. yes, if you only have 2 cards in your card pool clear them.

but if you have 3 or more in your card pool you have to discard 3, not up to 3

Has this changed since Block 2? I remember Flowing Gale Hook being ruled that you either play out 2 attacks or no attacks with it's Enhance.

Mind you, I'd LOVE it if this isn't the case, but I just want to make sure.

The key there is the word "may"...

If Whirlwind read "F Commit, discard 1 momentum, discard 1 card: You may discard 3 cards from your card pool." then you could only discard three or none.

I think the key difference is not the word "May", but instead the lack of the words "up to". If it had read "discard up to 3 cards" then you would be able to play it with just two cards.

I'm pretty sure that if you play it and have 3 or less cards in your pool, you must discard them all, however you can play it even if you have 2 or less cards in your pool.

FGH is indeed different because it says "You may play 2 attacks" -- namely, you cannot play 1 attack, because you can fulfil the Golden Rule (abilities do as much as possible) by choosing not to play any attacks, and without the Golden Rule to help you can only do exactly what the card says - no more and no less.
