The main change is when the Phantom decloaks during the round.

All Decloaking happens at the beginning of the Activation phase. Once all decloaks have happened normal activations resume.
A tie phantom used to decloak immediately before it moved, but after all the lower PS pilots had already moved. Now they decloak before any ship has moved, and then they wait their turn to perform their normal maneuver.

Before, when you could decloak immediately before the phantom itself moved, you had ENORMOUS options for arc dodging. Whisper with Veteran Instincts is PS 9. That meant that she could wait until virtually every other ship in the game had performed its movements before even deciding which direction to decloak in. With the large distance decloaking moved the ship, plus a normal maneuver, it meant that she could look at where all of the enemy ships went, then almost guarantee being able to get out of their firing arcs, so that she couldn't be attacked, at all.
The changes to decloaking have largely put an end to that. Now when phantoms decloak, they need to guess where the enemy is going to end up. Which means they can guess wrong, which means they can still be shot at by lower PS pilots occasionally.
It was a big change in power level and how they fly, and so lots of people strongly overreacted at first. Having played with the new rules now, I can say that the phantom is A LOT more fun to fly now.

I just watched somone run the new phantom rule. They seemed to play almost exactly the same. Only now the high pilot skill phantoms can be used as movement blockers. That is huge for a high PS ship.
For great pilots (not me) this is even better. Completely deny shots from blocking a ship while setting up shots on another. Its super annoying.
