"Morder Orcs are always considered to be on favored terrain"

Does this mean that the card only helps when Orcs defend? SInce _they_ would be on favored terrain - and the defenders location is what counts for Terrain advantage?

Or is this meant to give Orcs an advantage when attacking?

You're thinking of the terrain modifier, which is a bonus for the defender only. Favored terrain applies to both the attacker and the defender when determining terrain superiority (see the bottom of the first column on page 14). The Mordor Orcs will gain an advantage whether they are attacking or defending.
