Are power cards unique?

Can the OL have 2 hordes of things in play at the same time for a RTL campaign

i thought i saw something that said u can only have 1 of each but dont remember where i saw it.

and of course only 2 max @ copper 3-silver and 4-gold level campain

No they are not unique. Yes you can have more than one of the same power card in operation.
