Some questions for clarification

So I have been doing some reading on different strats for races and have some question about them.

1) The following is about the Sardak

"With Hylar and the +1 they shoot like Cruisers. Also, the more combat dice you roll, the better your racial ability gets, so the destroyer anti-fighter barrage amplifies your bonus. Plus they're cheap so you can afford all those PDS. Later in the game you can buy the larger units."

My question is this. I thought that abilities like the Sardak's +1 to all combat rolls and other cards/techs that give +(number) to combat roll didn't count towards prefires, sense the prefires do not take place during a combat round.

2) " If it doesn’t get in the way of achieving an objective consider moving or building in such a way that it appears that you might have a certain objective. You could build 1-2 Dreadnaughts, remove a defunct space dock or threaten someone’s home world in an effort confuse what your real objective is."

Can you jus remove built pieces you know longer want? if so do you have to have the system activated?

When it says Combat roll, it means anytime you compare a die result to a unit's hit value. So yes you do get +1 on all rolls with the Sardak including PDS.

I never saw any harm in removing pieces already built, if you had reached your model number limit or fleet supply cap, and you wanted to build more elsewhere. This was useful for slow carriers that had gone far away and I wanted more on my home system.

However, the errata states that you can only scuttle your own ships in the status phase - presumably as part of the 'break trade agreements' step.

It's worth pointing out, too that the FAQ clarifies that you can't scuttle until after objectives. Part of this was to prevent a situation where an opponent is blockading a Space Dock, so you scuttle it so they can't claim the objective about blockading Space Docks, for example.

As for the Combat Rolls thing with the N'orr (and Jol-Nar) - the errata in the FAQ makes it more clear - they specify that the +1/-1 apply to ALL combat rolls, not just those during combat. And as mentioned above, a combat roll is any die roll in which you compare the result to a units combat value. This includes pre-combat stuff, PDS fire, etc, but specifically does NOT include Space Mines (since you aren't comparing results to a combat value).
