I'm assuming that there has to be an attack in card pool to use the R: or since it is worded poorly does it work another way?

No, you've got it.

There has to be an attack in either card pool during the attack sequence to be able to apply the +1.

Think of it as being Akin to :Hata:'s R in that sense.
