When E Achieving your goals, can you choose the card from your discard pile?

Also when E Leave at dawn, can the opponent choose which card, without looking at them of course.

It really depends on your opponents discard effect.

If it's something like "Your opponent discards 1 card." then the answer is no.

If the effect is "look at your opponents hand, select 1 non-block card for them to discard" then yes.
