Both Palob Godalhi and Kaa'to Leeachos's abilities activate "at the start of combat," but can you prioritize them in this weird, nebulous, start-of-combat phase? E.g. steal a Focus with Godahli and have Leeachos steal that Focus right after?
Godhali, Leeachos, and "Start of Combat"
From the FAQ, in the Competitive Play section (p.12):
"Simultaneous abilities (such as when both players must trigger Swarm Tactics at the start of the combat phase) are resolved in initiative order."
And on p.15:
"Q: If a player has multiple effects that resolve at the same time, can he resolve them in any order?
A: Yes."
So, if you and your opponent both have abilities that trigger at the same time, the player with initiative resolves the abilities first.
If you have multiple abilities that resolve at the same time, you get to choose the order you resolve them in.
