Means you need 2 successes to pass the check. So at least 3 Luck or Clues. Pages 12 and 13 in the rules.

Actually, a Skill(-1)[2] check would require at least a score of 3 (so that 3-1= 2 dice rolled), or TWO Clue Tokens (since clues do not suffer penalties- should you be asked to roll a Luck(-999) check, you could still spend 1 clue to roll 1 die.)

3 Luck isn't a score of 3? Clues, as in multiple, doesn't include 2 or more
