Holonet is for long range. Shorter ranges can be achieved via a Hypercomm. So, if you're communicating with another world in your same sector of space, then you don't need the Holonet.
A hypercomm is just a form of Hyperwave Transceiver, which is a device used to connect to the Holonet.
