Player Choice Question

Question came up last game that I can't find in the rules but I may just be blind.

A lot of card are have something like "Presidents Choice" "Bad stuff or the President discards 2 skill cards and the current player discards 3 skill cards.) Can the chooser chose the discard skill cards option if one of the players required to discard cards can't discard the necessary number?

There was a card that caused us to wonder a bit and this is a crisis that requires the admiral to discard a nuke token or take some bad stuff (cylon detector might be the name) and that card specifically says "you must have a nuke token to use this option."

Okay a lot of paraphrasing there but anyone got the answers.

You can always choose to discard cards from your hand even if you dont have them. But if card says that you have to have nuke token then you must own it.

There is an exception to this however.

If a card says you must discard one card to move between locations, or discard two cards in order to activate a locations, then you must actually have the cards to discard.

It all falls back on CCG logic and makes total sense if you're used to playing them. Maybe the person who wrote the rulebook is such a person? Probably would have been wiser to have someone else spell it out though.
