Does an Elusive Monster cause Investigator Movement stop or can you pass by Elusive Monsters freely?

"Investigators may leave or
end their movement in areas containing Elusive monsters
without having to fight or evade the Elusive monsters." (p. 8, KH rules)

They are available for download (but since you have Elusives, you probably have KH as well).
