Yes, but the Emergency Repairs could just as easily represent "holding it together just long enough to KEEP it from exploding". An engineer in the right place at the right time who was able to hold it together just long enough.
The "problem" (for lack of a better word) with using theme to justify a rule is that you can justify just about ANY interpretation with theme in one way or another
