FFG aren't going to put it up for download again on account of totally redoing the vehicle rules in Rogue Trader. As for what Graver linked, that's the entire thing. At the very least it's idential to the copy I have.

The vehicle apocrypha as is was meant not to be all inclusive. That would be a realistic impossibility. It, like so much else, gives rules and guidelines which can be expanded upon.
As to official word on whether a rewrite of that material is pending within Rogue Trader , I have personally seen nothing official from FFG to confirm that.
