The answer to the question posed in the thread title is, trivially, yes. They already tell us how we can play, because that's what happens when you publish a game: they tell us what minis we can use, how we can customize them, how big the play area should be, how many points make sense, which upgrades we can use on which ships, how many dice those ships roll, etc.
But your post is a mess, logically. You say you're upset about the playmat rule (which is strongly suggest rereading), upset about the Phantom nerf for reasons you don't bother to explain, and upset because you saw something in a video batrep that might be illegal.
There's no link between those things except that you're mad about them and they appear next to each other in your post. Try again.

Pre-measuring is already "banned" and I'd certainly not allow any of my opponents to measure with fingers, knuckles or other body parts
