Yup... you can also do it off of ACD, or use advanced sensors for different happy fun times.

Yeah, that should work, and yeah, it would be interesting.
Intersetingly before the FAQ the only phantom I ran was Echo+PTL+Engine Up+AdvSen. Made for fun games but never that effective. Point is PTL Phantoms are scary anyway. Now there is no reason not to play her anyway so I'll have to try this. Y'know, not tat it isn't a ungentlemanly thing to do in the game.

Not really. They're not fans of stress, and this telegraphs their maneuver at the start of the round: if you have any ship reactivity abilities blocking gets a whole lot easier.

Well with the rules change they'll know where your going anyway most people are familiar with the ties moves, even low ps ships are likely to get a shot in now so maxing defensive measures will be important.

here's the thing, though, you already get the free evade ala stygium and it's an action, so all PTL's doing is giving you a focus if you barrel-roll since those are the only two actions left (if you cloak, you're not shooting that turn)
imo, that's not an exceptional use of points nor of the limitations it brings to the phantom's dial

There's Saboteur or Fleet Officer as well, but you're right in saying that it isn't a very good investment.
