With the Store championship season winding down, just have a question to the folks who have been to them. Been having an issue with a WAAC player doing some list scouting at several events. He would show up before everyone, count the players who showed up then construct a list once he has gauged the playing field.
When are the Squad lists submitted in your events?
I try to have folks hand them in as soon as they register, before they unpack at the play area.

In the tournaments I've attended, lists have been turned in before the first round started but not as you walk in the door.
Counting players isn't really scouting. If he's inspecting squads before building his own, that could be a problem.
Have players register their squads as soon as they arrive. Or if that's not practical for some reason, encourage players to keep their models concealed until a few minutes before the first round (by which time everyone should have registered).
If the player's scouting is clearly a problem, deal with him like any other problem player. Start by talking directly and honestly, and explain the consequences for continuing the unwanted behavior (verbal warning). If the problem persists, escalate to match loss or disqualification. If that doesn't solve it, banhammer.

It's a pretty small number of folks playing at our locale, so it's pretty easy to know what folks will be playing by just who shows up. But folks have been complaining that he would be asking them about what they're flying and using that info to construct a list at the last min.
The last time I ran a tournament, I got the players to email me with their lists with a cut off time of the day before. This gave me time to check the lists as well and let them know if there were any errors. On the day of the tournament, players arrived and got started straight away.
Every FLGS is eligible for a free copy of Army Builder from Lone Wolf Development for the express purpose of running tournaments. Have people pay their entrance fee the week befor and give them 15 minutes to build their squad in the computer at the store. Now all squads are locked in and verified for point cost and meeting the rules set forth for that tournament. The judges also get to see everything coming into play and be more prepard.

It's kind of shady I'll agree, but I can't really see it as being a huge advantage - last tourney I went to there was a real mixed bag of lists, and what you were drawn against is far more important than what the majority had brought.
Fat Falcons seemed to make up about 60% overall that day, but I only drew one in my games - the rest were all swarms and phantoms - if I'd been able to check everyone else's lists first, then build expecting Falcons I wouldn't have gained much of an advantage

Doesn't help against the people who turn up and reg. on the day.
Remind people they don't have to answer, and if they feel it's a problem, use it to their advantage.
They can either say "ships, I'm running ships"
or, go backwards through the counters and decide what to say. If you are running BBBBX, you want him running han, so everyone tells him you're all running things that fat han would counter well.
Just simply make the player stand up at the counter with you are write his list out at registry. When he asks why you ate making him do so explain to him that is repeated attempts at scouting out his opponents builds and counter building his list for the day isn't in keeping with how you run your events.

At the Regional level I require them to send them in before so I can check them at my own leisure and no one can check out what seems to be popular.
