I have no idea how to actually make a board game, unfortunately. However, I could have the entire ruleset for this game made up by the end of the week, along with all of the major bird cards, with all of their stats, and the different "factions" with fluff stories for them. That's the easy stuff. Figuring out how to make it real is hard.
If you're using the flightpath system, most of the rules should be already written, and it sounds like you've already worked out pretty much all the other basics.
