I can't seem to download the new FAQ (keep getting the old one when I click on the link) and I have a store tournament tomorrow. Is the new FAQ active as of right now? It will cause one heck of a huge mess if it is.

The glimpses that I got from the forum do not affect my list, but the new decloak mechanic sure will affect other lists and I'd hate to enforce it on players who are not even aware of it.
