This requires stores to provide third party mats or FFGs mats or for players to own FFG mats. Since you cannot buy the mats even from FFG, I think stores and players should feel free to ignore this stupid rule. If this is going to be a requirement akin to the core set, then it should be either in the core set or as easily available as the core set.

You can easily subvert the rule by asking players to give their mats to the store (so the store will own the mats) and then the store can give them back after the tournament.
