On p178 of DH it says the psyker that Dominates a target can split his actions between himself and the puppet, ie a half action to walk and a half action to let the dominated puppet fire his gun.

Does that mean you can never let a dominated target perform a full action?

what if the psyker performs no actions himself? or would commanding the puppet always constitute a half action?

It says you can divide up your actions, and uses a half action each as an example. I take that to mean you can go for a full action yourself or a full action for the target or a half action each.
